After serving an apprenticeship in Fitting and Machining John then went to sea and served 14 years in the Australian Merchant Navy as a Marine Engineering Officer on coastal and overseas ships. After leaving the sea he spent 17 years in Papua New Guinea involved in Maritime Training at the PNG Maritime College.
John returned to Australia with his family and still maintains a strong interest in all things maritime through his professional memberships as a Chartered Engineer. He has spent eight years in communities in Far North Queensland as CEO and commenced with EARC in May 2013.
John’s focus is on expanding and improving the services for the Communities within East Arnhem, which statistics from the last census identified as being the second most disadvantaged Local Government Area in the Northern Territory and the sixth most disadvantaged in Australia.
Kerry Whiting is the Chief Financial & Operations Officer (CFOO) of East Arnhem Regional Council.
Kerry joined EARC upon inception in January 2008, seeing through the establishment stages of a new Council in role of Director of Corporate Services. He was then appointed the inaugural Chief Financial & Operations Officer in May 2012.
In the role of CFOO, Kerry oversees three main areas of council that aim to ensure good governance and harmony across the entire organisation. These three areas are:
1. Council Planning & Reporting;
2. Financial Management; and
3. Revenue Growth & Special Projects.
Originally from Tumut NSW, Kerry moved to the Territory in 1997 where he joined Palmerston City Council as the Director Corporate Services, and later moving to Darwin Port Corporation as Business Manager for seven years before joining East Arnhem Regional Council.
Kerry’s commercial experience was instrumental in the start-up of Latitude 12 & CouncilBIZ, where Kerry played a pivotal role in the establishment committee.
Ben Waugh is the Director Council Services overseeing the delivery of Council Services across the 9 communities of East Arnhem Regional Council.
As the Director Council Services, Ben aims to improve communication between Management and the people on the ground in community’s delivering services. This extends to on the ground Human Resource management, consultation and relationship development with external agencies and implementing EARC’s budgets and policies.

Joining East Arnhem Regional Council in 2014 as the Director Commercial & Agency Services, Barry brings more than 30 years local government experience to the team. Originally from South Africa, he made the big trip across the ditch in 2005, going on to hold various senior financial and corporate positions in Councils throughout Queensland. With a Bachelor of Commerce under his belt, Barry has extensive experience in financial and operational management, human resources management, strategic planning, contract & project management and economic development.
Barry’s aim is to implement effective and efficient contract management to ensure long-term financial sustainability of the Council and deliver high quality and standards to communities across East Arnhem Land. When we don’t have him locked in his office, he loves outdoor living, travel, and of course rugby and cricket!
Shane commenced with East Arnhem Regional Council in 2010 as the Building Infrastructure Manager. In May 2012 Shane was elevated to the position of Director Technical Services.
A man of few words, when Shane isn’t in the office at the break of dawn, you can find him throwing in a line at one of his favourite ‘secret fishing holes’.
