Community Consultation | Review Of Constitutional Arrangements

East Arnhem Regional Council is undertaking an “electoral review” in accordance with the requirements of Section 23 of the Local Government Act (the Act) 2008. The review must:
• assess the constitutional arrangements presently in force;
• determine whether the current constitutional arrangements provide the most effective possible elector representation for the council area;
• be undertaken at least once in the Council’s term; and
• be completed by March 2015 (i.e. at least twelve months before the next Local Government general election in 2016).

In order for EARC to meet the requirements of this review, and to ensure we maximise opportunities and encourage survey responses, we will be visiting all EARC communities to rpesent the discussion paper to Local Authority Training Sessions.

Dates as follows:

  • Galiwinku – 12th November
  • Umbakumba – 13th November
  • Gapuwiyak – 17th November
  • Ramingining – 18th November
  • Yirrkala / Gunyangarra – 19th November
  • Milingimbi – 20th November.
  • Angurugu - TBC
  • Milyakburra - TBC

The presentation of the discussion paper to the Local Authority Members, will provide explanation for the survey questions, and encourage as many community members as possible to complete the survey.  Notices will be placed in each clinic / Alpa store, Centrelink office (where applicable) and TCU outlet. All surveys will need to be returned to the Council Office prior to the next scheduled Local Authority Meeting (all meetings are prior to the Christmas period).

Submission On Developing Northern Australia

On the 14 March 2014 East Arnhem Regional Council lodged our submission to the Joint Select Committee on Northern Australia's Inquiry into the Development of Northern Australia. Representing some of the most remote, isolated and disadvantaged communities in Australia, the East Arnhem Regional Council submission focuses on the impediments to growth in the northern Australia region that are specific to Council operations within our Local Government Area (LGA).

The Australian Parliament’s Joint Select Committee Northern Australia's Inquiry into the Development of Northern Australia will help to define the future of Australia’s North.

The Committee will consider government policies for developing Northern Australia, and in doing so:

  • examine the potential for development of the region’s mineral, energy, agricultural, tourism, defence and other industries;

  • identify the critical economic and social infrastructure needed to support the long term growth of the region, and ways to support planning and investment in that infrastructure.

It will look into the development of the region’s mineral, energy, agricultural, tourism, defence and other industries. Recommendations will be made in the areas of:

  • enhancing trade and other investment links with the Asia-Pacific region

  • government regulations in areas like taxation and migration that could be changed to help the development of Northern Australia

  • how to address the factors that can inhibit growth, like a lack of infrastructure and skill shortages

  • creating an environment that encourages private sector investment and innovation.

The Committee will also give Parliament recommendations for the Australian Government’s White Paper on Developing Northern Australia (government White Papers have been described as being statements of where the government wishes to go and are fairly definite in what government thinks is required to get there).

The Committee presented their final report on the 4 September 2014..

Now is your chance to have a say on the 2014-2015 Council Plan & Budget!

The Council Plan provides direction to Council, staff, community members and other stakeholders on the ongoing development of East Arnhem Regional Council and its communities.

It talks about all of Council’s services and programs and how the budget will be allocated for the next financial year.
